The City of Fond du Lac City Council created the Housing Authority of the City of Fond du Lac under Resolution Number 726 on August 25, 1966. The resolution declared the need for a housing authority based on a finding that there was a shortage of safe and sanitary housing, and affordable housing for low income families within its jurisdiction. Once the resolution was adopted, the housing authority became a legal entity.

The Fond du Lac County Housing Authority was created by the Fond du Lac County Board in 1974.
